PURPOSE: A dielectric substance forming method on aluminum foil by SOL-GEL process is provided to skip etching process. CONSTITUTION: The dielectric substance forming method on aluminum foil by SOL-GEL process comprises: a sol solution preparation step(S10) preparing sol solution for forming dielectric substance on an aluminum foil; diluent adding step(S20) adding diluent to the sol solution prepared in the step(S10); a tranquilizer adding step(S30) adding the tranquilizer to control react speed; a hydrolysis step(S40) for generating the dielectric substance in the sol solution; an aluminum foil deposit step(S50) depositing an aluminum foil within the sol solution; a drying step(S60) drying the aluminum foil for 48hr under room temperature or for 20-40min under 200-350°C; and a heat treatment step(S70) heating the aluminum foil for 60min under 550-650°C.
