An outline/ color density encoder 18 encodes 0 data 16 when there is fluctuation or inter- frame difference information 15 when there is no fluctuation in accordance with the fluctuation judging information 10 in each area and outputs an outline and color density encoded data 19. The data 19, the information 10 and the information 27 are multiplexed by a multiplexer 28 and the multiplexed result is outputted as multiplexed encoded data 29.
