摘要 <p>PROBLEM TO BE SOLVED: To improve a quality of picture in comparison with a conventional one with regard to a digital video signal which frequently moves by converting the number of pixels of a video signal on the basis of the amount of coding of a motion vector and that of coefficient data. SOLUTION: A code generating amount detection circuit 23 calculates an amount of code of a motion vector to be transmitted from a buffer 11 by the frame on the basis of the motion vector detected at a motion vector detection circuit 21. Also, by an integration result detected at the motion vector detection circuit 21, the amount of code of coefficient data to be generated by discrete cosine conversion processing is predicted. A decision circuit 24 for the number of pixels conversion compares an integrated value by the GOP calculated at the code generating amount detection circuit 23 with a specified threshold and outputs the comparison result as the number of pixels switch signal SL. A conversion circuit 25 for the number of pixels receives picture data from a pre-processing circuit 5 by way of a system delay 26, reduces the number of pixels of these picture data in accordance with a switch signal SL for the number of pixels and outputs them.</p>
