PROBLEM TO BE SOLVED: To suppress increase of a generated data amount, to suppress the generation of errors and to easily handle data. SOLUTION: Second hierarchical data are generated by calculating the total value T12 of the adjacent 4 pixels of first hierarchical data and rounding the total value T12. The difference value S12 of the total value T12 and a rounded pixel value Yi is calculated, the difference value S12 is converted to the additional code C12 of 2 bits and 1 pixel in the adjacent 4 pixels of a first hierarchy is replaced with the pixel value of a second hierarchy. Third hierarchical data are generated by rounding the total value T23 of the adjacent 4 pixels of the second hierarchical data. The difference value S23 of the total value T23 and the rounded pixel value Zi is calculated, the difference value S23 is converted to the additional code C23 and 1 pixel in the adjacent 4 pixels of the second hierarchy is replaced with the pixel value of a third hierarchy. The pixel values of the respective hierarchies are turned to a fixed bit length. The pixel values of the respective hierarchies and the additional codes are outputted.
