PROBLEM TO BE SOLVED: To enable a signal being on a network to to kept secret from third persons and also to enable the exclusive processing of operations to be performed when a remote control is performed via the network. SOLUTION: When a common key 11 is shared between a controller and an operation terminal and an interface for inputting a control signal is displayed and an user inputs a control signal 21, a next-time operation right 22 is generated (112) and a signal 23 including the control signal 21, the next-time operation right 22 and a this-time operation right 12 is ciphered with the common key 11 (114) to be transferred to the controller (115). The next-time operation right 22 is stored in the operation terminal (112). At the side of the controller, a transferred cipher text 24 is decoded (117) with the common key 11 and the control signal 21, the this-time operation right 12 and the next-time operation right 22 are obtained and whether the this-time operation right 12 coincides with the operation right registered in the side of the controller or not is judged (118) and when they coincide, a control signal is transmitted to a control equipment (119). The next-time operation right 22 is registered in the side of the controller (120). The controller has a table 90 consisting of common keys, operation rights and modes.
