PROBLEM TO BE SOLVED: To prevent the end of a light transmissive base substance from being broken by applied pressure and the light transmissive base material from being broken at the time of driving by providing an elastic layer and a heat ray absorbing layer on the outside of the light transmissive base material so that a roll type rotating member for heat ray fixing may be formed and providing flange members having a rotary shaft at both ends thereof. SOLUTION: A heat ray fixing roller 17a is constituted as a soft roller which is provided with the cylindrical light transmissive base substance 171a, and the elastic layer 171d and the heat ray absorbing layer 171b and a mold-releasing layer 171c on the outside of the base substance 171a in this order, and inside which a heat ray irradiating member 171g is arranged. The heat ray emitted from the member 171g is absorbed by the layer 171b, so that the roll type rotating member for thermal fixing capable of instantaneous heating is formed. The cylindrical flange 910 made of a metallic member and having about 1 to 3 mm thickness is fit to the end of the outer peripheral surface of the base material 171a and attached by an adhesive or the like. Since the flange 910 is provided on the outside even when the thermal expansion of the flange 910 is large, the base material 171a is not broken by the thermal expansion.
