PROBLEM TO BE SOLVED: To limit the use of portable communication equipment at the place of high publicity by separately providing two signal generators for radiating mutually different use regulate signals, and turning off or recovering the power source of the portable communication equipment when the second use regulate signal is received after the first use regulate signal is received or in the opposite case. SOLUTION: First and second signal generators B1 and B2 for radiating signals X1 and X2 for use regulation at mutually different frequencies are arranged successively from the entrance of any public facility to the inside.
