PROBLEM TO BE SOLVED: To speed up an encoding process. SOLUTION: An image read process part 1 has an image data read means 5 which reads in binary image data from a RAM 3, a CX generating means 6 which generates CX (context showing the state of a model template) by using image data in a line memory part 4, and a CX counting means 7 which counts how many times the CX appears according to the CX generated by the CX generating means 6 and the inputted binary image data. An encoding process part 2 has an encoding process determining means 8 which determines which of two kinds of encoding process is performed, a normal encoding means 9 which performs the 1st kind of encoding by executing conventional JBIG algorithm, and a fast encoding means 10 which performs encoding by the 2nd kind of fast processing by using the counted value. When an image having many white pixels like a binary document image is encoded, this constitution improve the process efficiency of the encoding, and consequently the process is speeded up.
