Since the transmission time is determined by time-division so that it does not overlap for a plurality of observation devices, a plurality of observation devices do not transmit signals simultaneously. Although each observation device has an internal clock inside, it corrects time at every fixed time according to a signal from a GPS receiver 7 to prevent time deviation due to the frequency fluctuation of a clock oscillator 4.
