PROBLEM TO BE SOLVED: To surely detect the step-out of a remote system, and furthermore detect the step-out during a system failure which lasts for a long time. SOLUTION: A step-out detector which detects the step-out of a power system, based on an impedance obtained from a current I and a voltage V of the power system receives the currents I and the voltages V suitably and obtains impedances consisting of real components and imaginary components, respectively from the currents I and the voltages V. It is decided that the step-out of the power system exists, when it has decided that the locus of the coordinates of the respective obtained impedance is circular-arc shaped.
