PROBLEM TO BE SOLVED: To automatically regulate a load changing means of an aerobic exercise appliance by measuring a body fat rate prior to exercise, determining an exercise program for this person in attaining a target body fat rate and making it possible to attain the value of the load to be determined by this exercise program. SOLUTION: This device has a body fat rate calculating means 13 for calculating the body fat rate from human body impedance and individual data, a target body fat rate setting means 15, an exercise times setting means 16, a required momentum calculating means 17, an exercise program determining means 20 for determining the exercise program determining a target cardiac rate and use time, a cardiac rate measuring means 19 and the load changing means 21 for changing the load of the aerobic exercise appliance in such a manner that the cardiac rate under exercise attains the target cardiac rate determined by the exercise program described above.
