PROBLEM TO BE SOLVED: To execute an effectively thick hardly permeable layer in soil by permeating water soluble polymer insolubilized by calcium ion and water soluble phosphide into soil in the form of water solution. SOLUTION: A water soluble polymer is insolubilized by at least calcium ion and reacted with a water soluble salt to be made water insoluble. A water soluble phosphide can be preferably used for a mixture such as orthophosphoric acid and phosphoric anhydride and a mixture with the phosphide. Water solution of the polymer and phosphide is plowed down to at least 5 cm of depth of a ground surface part, sprayed on the ground surface and a hardly permeable layer is prepared in the soil. In this case, a soil improvement agent is a chemical used for a soil improvement method, and consists of water soluble polymer and water soluble phosphide. Thus, the thick hardly permeable layer is easily prepared in the soil, and prevents water solution of a deleterious permeating into the soil.
