PROBLEM TO BE SOLVED: To enable execution of work of arranging a floor material and work of laying and connecting wires of a cord heater as separate processes by arranging the floor material having a recessed groove in a rear face on a surface of a subfloor and then passing and laying the cord heater in the groove and continuously connecting wires. SOLUTION: Three sheets of boarder floor materials C are arranged on a floor face along an upper side. Then, an end floor material is cut into a first end floor material and a second end floor material so as to be fitted to sizes of a floor face. The first end floor material is arranged so as to be in contact with a right side of the floor face with an open end side of a groove in a rear face being disposed inside. Then, a floor material A is arranged in contact with it. Similar work is executed for the second end floor material, and finally the boarder floor materials C are fixed along a bottom side. Then, the first and second end floor materials are removed and a cord heater P having a specified length is passed through each groove in the rear face of the floor material A. The cord heater is made to pass through the groove from one end to another end and folded back for making the cord pass through the groove in another stage and then folded back again. This work is repeated as long as the length of the cord heater P permits.
