PROBLEM TO BE SOLVED: To provide a waste disposal facility which has a high safety and can be installed in the suburbs of a town of a place wherein wastes are generated. SOLUTION: In a waste disposal facility comprising an underground treating tank T in which a bottom board concrete 2 is placed on a bottom part of a cylindrical reinforced concrete body 1 constructed by an open caisson construction method, a drainage pipe 12 for lifting water in an underground treating tank T and water level-measuring pipes 13, 14 for measuring water levels inside and outside the underground treating tank T are installed in the reinforced concrete body 1 by being buried therein in constructing the reinforced concrete body 1. By lifting water in the underground treating tank T by using a drainage pipe 12 based on measured values of water levels inside and outside the underground treating tank T, the water level WL1 inside the underground treating tank T is kept always lower than the water level WL2 outside the underground treating tank T, and the water in the underground treating tank T is controlled not to leak outside the underground treating tank T.
