PROBLEM TO BE SOLVED: To promote the peeling and falling-out of mill scale from the surface of rolls in rolling and to prevent heat cracks from deepening while preventing a slip of the work rolls of high-carbon high-speed tool steel for hot roughing mills. SOLUTION: As the work rolls for hot roughing mills, high-carbon high-speed tool steel is used at least for the outer layer material of the barrel part and the surface roughness Ra of the barrel part before starting the use is taken as 2-10μm. In this way, the peeling and falling-off of the mill scale 1 from the surface of the roll in rolling are promoted, the deepening of the heat crack 2 is prevented, the slip between a material to be rolled and the work rolls is prevented, surface roughening due to the heat crack 2 is suppressed, the unit requirement of roll is improved and the frequency of roll changing is reduced.
