PROBLEM TO BE SOLVED: To prevent flutter in a prescribed position in a winding device by moving two rolls arranged in the front/rear in the direction for flowing a sheet, while holding its parallel state about a fulcrum. SOLUTION: Two rolls 101, 102 are arranged parallel in the front/rear in a flow direction and connected with each other by a bearing part. The connecting part is called an arm 104. A fulcrum 105 is provided in the central part of the arm 104. The two rolls 101, 102 can move about the fulcrum 105 so that, for example, when a force is applied on just one roll 101, the force is transmitted to the other roll 102 through the arm 104 so that the force is balanced by the both rolls 101, 102. The arm 104 is supported by a damping system such as a damper and a spring so as to suppress the reaction and quickly converge the swinging, when the balance of the force is lost.
