PURPOSE: A helmet liner manufacture device is provided to absorb a shock and to reduce discomfort on wearing the helmet liner. CONSTITUTION: A helmet liner installed with:plural first hopper containing foaming styrofoam particles different in a gravity; measure hoppers for measuring the foaming styrofoam particle and supplying it to a metal mold; a route transforming device for transforming the supplying route of the foaming styrofoam particle; feeders for supplying the foaming styrofoam particle on the metal mold by an air pressure; an upper and a lower metal molds.
