PROBLEM TO BE SOLVED: To provide an IC card issuing system for preventing illegality such as the issue of a forged IC card by a person other than a legal card issuer. SOLUTION: A card manufacturer A sets an issuer public key designated as a transportation key from a card issuer B in an IC card. An IC card issuing device enciphers certification data (random numbers) inputted from the IC card by a secret key, and transmits the data to the IC card. The IC card decodes the enciphered certification data by the issuer public key, and certifies the card issuer B based on the decoded result and the original certification data. When the certified result is positive, the IC card issuing device operates the issuing processing of the IC card. |
