PROBLEM TO BE SOLVED: To enable an advanced safety management in a place of business by a safety management system used in a specified place of business. SOLUTION: A fixed facility 10 including plural base stations 16 is installed in a place of business. The safety management system is established by using a mobile terminal 12 which can communicate with a base station 9. The mobile terminal 12 automatically transmits the occurrence of an emergency when it detects fall-over of an owner. Also, when the mobile terminal 12 detects that someone intrudes a new simultaneous callout area, it informs the fixed facility 10 of the state by automatic transmission. The fixed facility 10 acquires a position information transmitted from the mobile terminal 12 and executes processing necessary for safety management.
