PROBLEM TO BE SOLVED: To provide a fixing device and an image forming device using a heater which can smoothly slide, and has a superior heating quality through insulation by aluminum nitride and using a low thermal conductivity so as to obtain a uniform longitudinal temperature. SOLUTION: A first glass film 10 having superior adhesion to aluminum nitride is formed on one side surface of a strip of insulating substrate 1 made of aluminum nitride over a resistance heater 2 which is formed along its long direction on the same side surface of the insulating substrate 1, while a second glass film 11 having superior smoothness is formed on the first glass film 10. Thereby, the surface of the insulating substrate 1, on which the resistance heater 2 is formed, has a low frictional and sliding resistance so as to be used as a heat transmission surface. Furthermore, because a thermal conductivity of aluminum nitride is high, a longitudinal temperature distribution is uniformed so that this heater has a superior heating quality. Besides, a heat loss from a heat insulating surface is reduced so that a heat efficiency is improved.
