PROBLEM TO BE SOLVED: To restrain the generation of exhaust gas from a burner by providing a heater with a combustion heating means and an electric heating means, which heater operates the combustion heating means at the start of operation and stops it to operate the electric heating means when a detected temperature at the side of a heated space becomes equal to or more than a predetermined temperature. SOLUTION: When heating operation is started by operating an ON/Off switch of a final control element 1c, a burner 3 is operated in an operation mode in which the burner 3 alone is operated first. The burner 3 continues heating operation while a fuel sensor 3c does not detect that the burner 3 runs short of fuel even if the temperature detected by a temperature sensor 1e becomes equal to or more than a predetermined temperature. Thereafter, when the heating operation is terminated by the ON/OFF switch, the burner 3 is stopped. In an operation mode wherein the burner 3 and an electric heater 4 are operated, when the detected temperature becomes equal to or more than the predetermined temperature, the burner 3 is stopped and the electric heater 4 is operated. Thereafter, when the heating operation is terminated by the ON/OFF switch, the electric heater 4 is stopped.
