PROBLEM TO BE SOLVED: To suppress fuel quantity at the time of pre-injection to the minimum. SOLUTION: In this valve control unit wherein two valve control rooms 8 and 9 continuously connected to each other are installed in a casing body 2, and an end member 7 of a valve control piston 3 slidable in the casing body 2, in a first valve control room 8 connected to an inflow passage 10 for fuel, and for a fuel injection valve in a type being connected to an outflow passage 11 in which the second valve control room 9 is closable, a mechanical stopper for restricting any movability of the valve control piston 3 to a direction of the second valve control room 9 is formed in the casing body 2.
