PROBLEM TO BE SOLVED: To catch a user by surprise and make him have exciting interest by using a rotary stamping device which performs the continuous transfer printing by a roller stamp and at the same time, emits a flickering light in a decorative body above. SOLUTION: This rotary stamping device has a body case 1 with an upper chamber 7 and a lower chamber 8 sectioned by a partitioning 1a, an upper cover 2 and a lower cover 3 which fit to the upper and lower parts of the body case 1 respectively and a decorative body 4 which is partially or wholly light-transmissible and attachable to the upper cover 2. Further, a circuit substrate 15 for a luminiscent element 17 arranged in the decorative body 4 is installed in the upper chamber 7 of the body case 1. On the other hand, a rotary printer 6 consisting of a roller stamp 19 with a cam 18 is pivotally supported in a freely rotatable manner in the lower chamber 8. Besides, an elastic contact point 23 which is periodically pressed into contact with the cam 18 and is connected to the circuit substrate 15, is provided. The cam 18 rotates following the rotation of the roller stamp 19 at the rotary printer 6 to periodically press and come into contact with the elastic contact point 23. Thus the circuit of the circuit substrate 15 is switched ON/OFF to flash the luminiscent element 17 in the decorative body 4.
