PROBLEM TO BE SOLVED: To prevent the breakage of links even when a steel sheet is reversely fed by providing a plate-like cover preventing the splash of chips on the steel sheet at the time of the milling of the edge of the steel sheet, and connecting a support and the plate-like cover with a three-link, two-arm link mechanism. SOLUTION: A cover 5 located on the upstream side is retreated together with an upper pinch roll in advance not to collide with the front end of an incoming steel sheet 1, and the pinch roll and the cover 5 are lowered after the front end of the steel sheet 1 passes. The cover 5 is brought into contact with the upper face of the steel sheet 1 by the pressing force of its self-weight only. The cover 5 is vertically moved by following the steel sheet 1 with various thickness. When the steel sheet 1 is fed reversely, arms 6a are swung after links 7a are lifted, links 7b are moved to the opposite side to the side when the steel sheet 1 is fed forward, and the links 7a are finally lowered until the arms 6b collide with stoppers 8.
