PROBLEM TO BE SOLVED: To provide a method and device for preventing scattering of chips, for a cutting tool, so that the chips do not scatter and that cutting fluid does not splash nor fume. SOLUTION: In a method for cutting a workpiece by pressing a rotating part having a cutting bite against the workpiece, the surface of contact between the rotating part and the workpiece is covered with a cover. Air is blown into the cover and chips diffused are sucked by means of the air. In a cutting device, a cover body 4 formed into a freely expanding and contracting cylindrical body is provided to cover the surface of contact surface between the rotating part 2 and the workpiece 3. Further, the cover body 4 formed into the freely expanding and contracting cylindrical body is provided to cover the surface of contact between the rotating part 2 and the workpiece 3 and the cover body 4 is provided with a suction passage 6 for sucking cutting chips 5 while the rotating part 2 is provided with an air feed passage 7 for feeding compressed air into the cover body 4.
