PROBLEM TO BE SOLVED: To use resin foundation and filler as a substitute for unscreened gravel or an steel decking by combining a fused resin material in an Afro state or honeycomb state, solidifying it, and cutting it in specified dimensions. SOLUTION: Fused resin material is extruded or sucked to combine resin wires of different diameters in an Afro state and solidified to obtain structure of bearing compressive load by the large-diameter resin wires 2 and impeding the entry of sediment while ensuring permeability by the small-diameter resin wires 3, and cut in specified dimensions. This product is used as a filler for an underdrainage channel or foundation material and back-filling material for a flowing water ditch trough as a substitute for unscreened gravel. Or the resin material is combined in a honeycomb state and used as a substitute for an steel decking used to drive in heavy load in the weak ground. The lightweight resin product that can be manufactured from polyethylene terephthalate bottles and the like which are industrial waste can be used as a substitute for expensive and heavy gravel, boulder or an steel plate.
