PROBLEM TO BE SOLVED: To provide a structure for reducing traffic noise which, in a road or a railroad having walls on both sides and an opening in an upper part, reduces the traffic noise emitted from an opening part upward, and is economic and does not hinder natural ventilation and lighting on a large scale. SOLUTION: A plurality of sound absorbing plates having each horizontal downward sound absorbing surface 4 is provided in the opening part of a canal road at mutually horizontal spaces C zigzag on two upper and lower steps. This structure is wide in a sound absorbing area to a direct sound since a sound absorbing surface 4 is horizontal. In the case where a great importance is attached to a sound absorbing performance, the sandwiched faces 6, 7 of both the sides are further set as a sound absorbing surface, and in the sound absorbing plate on a lower step, an upward wide face 5 may be also set as the sound absorbing surface.
