PROBLEM TO BE SOLVED: To provide a pump and brake device in which no seizure occurs in a side face of an inner rotor and the like. SOLUTION: Because end faces of both a first cylinder end 35 facing to a first inscribed gear pump mechanism and a cylinder separator 39 are formed with side wall groove parts 87, 87' extending from suction ports 83, 83' to a shaft hole 11, an oil is slightly fed through the side wall groove parts 87, 87' to the end faces inside of the suction ports 83, 83' when a first rotor 49 is rotated. Thereby, seizure of a first inner rotor 47 is prevented. Furthermore, a side wall 35a between a first shaft side bearing part 61 and the first rotor 49 is formed with a clearance, i.e., an axial passage 65. Accordingly, because the oil flows through the first shaft side bearing part 61, seizure of the first shaft side bearing part 61 is also prevented.
