PROBLEM TO BE SOLVED: To prevent excess residual stress and occurrence of local abnormal deformation by forming a steel rod into a loop shape, immediately removing it from the drum, and cooling it through natural heat radiation while controlling only the space between a seating portion/rough portion at both ends. SOLUTION: A steel rod 41 formed in a loop shape is moved in parallel to the idle end side of a drum and removed from the drum. Since the seating portion/rough portion passes a guide groove and reaches the idle end side, it can be removed from the drum without deforming the formed loop shape. Since both seating portion/rough portions of the loop-like steel rod 41 removed from the drum are facing each other, a rod-like space maintaining tool 63 of prescribed space length is put in between them, and in such a state, they are cooled through natural heat radiation. Subsequently the seating portion/rough portion is machined to form a prescribed bolt hole and a stopper and this is formed into the bearing portion to manufacture the loop-like steel rod. Thus, the entire shape of the steel rod is corrected while it is glow heated, and it is possible to make an accurate shape without causing excess residual stress.
