PROBLEM TO BE SOLVED: To ensure water retentivity and strength of earth to be refilled and to make effective use of resources by mixing incinerated ash or fused slag generated by incinerating waste, sludge, and the like, into site generated earth generated by underground open-cutting or the like, to obtain fluidizing material. SOLUTION: When general waste, industrial waste, sludge, and the like are incinerated, powder-like incinerated ash or granular fused slag is generated according to a combustion system and mixed in site generated earth generated by underground open-cutting or the like, together with solidifying material to obtain fluidizing material which is used for backfilling by adding water. The intermixed quantity of the incinerated ash or fused slag is to be 15-300 pts.wt. to 100 pts.wt. of the site generated earth depending on the grain size of the site generated earth, and the passing quantity of a sieve of 75μm to a mixture is to be 15-80%. Instead of the site generated earth, a mixture of the incinerated ash and fused slag can also be used. Fluidizing material hardly bleeding and excellent in strength can therefore be obtained, and waste can be effectively used.
