PROBLEM TO BE SOLVED: To make the pipe longer without making it excessively thick in the case that the hole diameters of bubble discharge holes formed in a bubble discharge pipe laid in a kitchen or the like are made identical to each other and the quantities of bubbles discharged from the bubble discharge holes are uniformalized. SOLUTION: Bubbles generated in a foaming device 15 flow in inner pipes 17 and flows out into a pipe 16 from opening parts of the inner pipes 17 located near the central position along the longitudinal direction of the pipes 16 and flow separating almost in two halves in the directions of both ends of the pipe 16. Thus, this state is the same as a state in which from an almost central position in the longitudinal direction of the pipe having prescribed length, bubbles are fed into the pipe. In the case that a lot of bubble discharge holes 18 of the same hole diameter are formed in the pipe 16 to uniformalize the quantities of bubbles discharged from the bubbles discharge holes 18, the pipe 16 can be made longer without making the pipe 16 excessively thick.
