PROBLEM TO BE SOLVED: To stably detect an axle regardless of the size of wheels even with the fluctuation of a transmit level caused by temperature and age by analyzing input signals from detecting elements on the basis of the detected state of transmit signals to the detecting elements. SOLUTION: A transmitting-receiving part includes a transmitting part 10 sending transmit signals to detecting elements 1a, 1b; a receiving part 20 receiving input signals from the detecting elements 1a, 1b; and a detecting part 30 detecting the transmitting state of the transmitting part 10. The detecting part 30 takes the transmit signals of the transmitting part 10 directly into a pair of interfaces 40a, 40b and inputs the output of the transmitting part 10 directly to the interfaces 40a, 40b not via the receiving part 20 but through matching transformers 31a, 31b and the like. Accordingly, when the output state of the transmitting part 10 changes due to temperature fluctuation or the aged fluctuation of variable capacitors 14a, 14b, the change state is directly taken in. An arithmetic part is provided with a pair of MPUs 50a, 50b equally acting on the basis of data taken in from the interfaces 40a, 40b.
