PROBLEM TO BE SOLVED: To support a drain pipe and a feed water pipe for a flush toilet on the second floor of a house sufficiently under the floor of the second floor and inside a pipe shaft and to eliminate troublesome fitting work of sound insulating material or the like at a construction site. SOLUTION: A prefabricated panel for a washroom floor provided with a drain pipe 3a and a feed water pipe 4a for forming a piping system and sound insulating and heat insulating material 5, and a prefabricated panel 2 for a pipe shaft provided with a drain pipe 3b and a feed water pipe 4b for forming the piping system and sound insulating and heat insulating material 6, are manufactured in a factory. These panels 1, 2 are installed at a building, and piping members 3a, 3b and 4a, 4b provided at the panels 1, 2 are jointed.
