PROBLEM TO BE SOLVED: To stably control the temperature of supplied hot water by eliminating unnecessary bypass rate due to the change of flow rate or the like. SOLUTION: In a unit main body 11 of a valve unit 10, an operation control plate 25 is freely and perpendicularly fitted to a valve stem 16, urged downward by a coil spring 26 and regulated at a lower limit position where it abuts on a circular stopper 27 circumferentially provided on the valve stem 16. Further, on the operation control plate 25, a plurality of through holes 28 are formed at the lower limit position of the operation control plate 25 with dimensions at positions so as to be closed by the stopper 27. Further, an opened communicating hole 29 is formed on the plate 25 to generate resistance by the operation control plate 25 upon opening a valve disc 15 and delay a valve opening operation.
