PROBLEM TO BE SOLVED: To improve reception characteristics by suppressing excessive correction by an automatic frequency controller(AFC) circuit. SOLUTION: An inputted base band phase signal is supplied to a frequency error detecting part 11 and supplied to an adder 15. At the frequency error detecting part 11, the phase error of the base band phase signal is detected and supplied to the integrating/averaging part 12. At the integrating/averaging part 12, the frequency error is integrated for each symbol, averaged and supplied to a numerical control part 13 later. At the numerical control part 13, the value of the averaged frequency error is limited within a prescribed range. The frequency error limited by the numerical control part 13 is integrated for each symbol by an integrator 14 and subtracted from the original base band phase signal by an adder 15.
