PROBLEM TO BE SOLVED: To suppress dioxins and prevent the dioxins from being produced by classifying and separating document paper and paper contaminated with a chemical substance from matters capable of being burned in an incinerator, and incinerating the paper contaminated with the chemical substance by injecting ozone to the paper for reduction oxidation. SOLUTION: A belt conveyor 8 is provided in an incinerator 3 and waste 1 is charged into the incinerator 3 by using the belt conveyor 8. At this time, the waste is classified and separated into document paper and paper contaminated with a chemical substance, and ozone is injected to the separated paper contaminated with the chemical substance by an ozone generator 7 to execute reduction oxidation for sterilization, disinfection and bleaching. Thus, oxygen 2 is jetted to the waste 1 through a blowing pipe 11 from an oxygen supply pipe 12 provided in the incinerator 3 to assist combustion for complete combustion. By this method, the human body and the global environment can be protected against dioxins.
