PROBLEM TO BE SOLVED: To prevent the occurrence of play in a traveling rail by refuse and sputtering chips and the formation of a flaw in wheels of a movable carriage by increasing internal pressure inside of a scraper arranged in a rail inserting opening on lengthwise directional both end plates of a box-shaped movable carriage more than external pressure. SOLUTION: Compressed air is blown out to a space being the tip part front of a movable scraper plate 38, that is, the tip part outside surface of a fixed scraper plate 41 through a first compressed air supply passage 43, a compressed air space 42 and a second compressed air supply passage 44 from a compressed air supply source to thereby increase internal pressure inside of a scraper 28 more than external pressure so as to blow off refuse and sputtering chips positioned outside the scraper 28 forward and leftward/rightward. Thus, the refuse and the sputtering chips can be effectively prevented from entering the inside of the scraper 28, so that the refuse and the sputtering chips can be effectively prevented from sticking to a lower traveling rail 14.
