摘要 PROBLEM TO BE SOLVED: To emit a high-quality illuminating light and to prevent a sheet material from sticking by forming plural light scattering patterns for scattering the illuminating light on an emitting surface and forming a rough surface, whose roughness is less than that of the light scattering pattern, between the light scattering patterns. SOLUTION: The light scattering pattern 14 whose surface is partially made rough is arranged on the emitting surface 2C of the light scattering light guiding plate 2, and the rough surface M whose roughness is less than that of the pattern 14 is formed between the patterns 14. The pattern 14 is formed by making the emitting surface partially rough in circular shape by, for example, mat processing. The pattern 14 is formed of a small diameter which can be hardly perceived when it is viewed from the emitting surface side. Furthermore, the pattern 14 is formed so that its number per unit area may be increased corresponding to the lowering of emitted light quantity at a part where the emitted light quantity becomes low in the case of forming the emitting surface of a mirror surface.
