FIELD: recovery of domestic and industrial wastes; heat and power generation. SUBSTANCE: plant has pyrolysis stove with plasma generator fed from off-line power supply with outlets connected to inlets of slag granulator, metal receiver, pyrolysis-gas cleaning system, water treatment line, heat-transfer apparatus, and power unit. Water treatment line has mineralized or sea water intake manifold with at least two hoses each incorporating at least one heat-transfer apparatus. Outlet of pyrolysis-gas cleaning system is connected to power unit inlet. One hose of intake manifold is placed inside heat-transfer apparatus connected to plasma generator and power supply inside slag granulator and liquid metal receiver arranged in tandem along this hose. Outlet of this hose is connected to inlet of dispensing manifold. Second hose is placed inside tandem-mounted heat-transfer apparatuses which are separately connected either to pyrolysis stove, or to pyrolysis-gas cleaning system, or to power unit. Outlet of second hose is connected to second inlet of dispensing manifold whose outlets are brought to inlets of distilling-type and back- osmosis demineralizing units. One of outlets of distilling-type demineralizing unit is connected to inlet of plasma generator power supply cooling system and to power unit inlet; steam outlet of power unit is connected to respective inlets of pyrolysis stove and distilling-type demineralizing unit.
