PROBLEM TO BE SOLVED: To obtain a composite material capable of exhibiting hydrophilic property restoring function even in a room less liable to get light by forming a layer of an amorphous material capable of forming a hydrophilic coating film comprising anisotropic crystals by reaction with heated moisture on the surface of a substrate. SOLUTION: A layer 2 of an amorphous material such as amorphous alumina or non-crystalline potassium titanate is formed on the surface of a substrate 1 of plastic, glass, ceramics or the like. A hydrophilic coating film comprising anisotropic crystals 3 formed by the reaction of the layer 2 with heated moisture is formed on the layer 2 to obtain the objective hydrophilic composite material having <=30 deg. contact angle with water. The desired thicknesses of the layer 2 and the coating film are <=400 nm each. When the amorphous material is amorphous alumina, the anisotropic crystals areγ-alumina or boehmite. In the case of non-crystalline potassium titanate, the anisotropic crystals are considered to be potassium titanate crystals. The hydrophilic property of the coating film is restored by exposing the surface to water molecules such as steam.
