PROBLEM TO BE SOLVED: To efficiently encode an image data adaptively even to a dynamic image, and to attain exact decoding processing by preparing non-interlace data and interlace data, obtaining respective vertical correlations, compairing them relative, and selecting the data larger in correlation out of those data at the time of encoding the image data. SOLUTION: The vertical pixel correlation of block non-interlace data 8 and block interlace 10 is calculated by using correlation calculating parts 11 and 12. Then, correlated values 13 and 14 are compared by a comparator 15, and data liable to be compressed is selected out of data 8 and 10 under the control of a selector 17 according to a control signal 16, and inputted to an encoding processing part 19 as data 18. Also, the selector control signal 16 is inputted to the encoding processing part 19, and information showing which of the data 8 and 10 is selected is added to the code data of the selected data. At the time of a decoding processing, the data can be constituted in the arrangement of the original image data based on the added information. |
