PROBLEM TO BE SOLVED: To reduce an arithmetic processing quantity to interpolate a pixel value in a reference frame or to decrease an access band width with respect to a frame memory without deteriorating precision of prediction data obtained from image data of the reference frame stored in the frame memory in the image decoding method where image coded data are decoded in the unit of blocks. SOLUTION: In the case of decoding image coded data in the unit of blocks, prediction processing to calculate prediction data of an object block Tb from a reference frame SF is conducted based on a motion vector MVt corresponding to the object block Tb. In the prediction processing, pixel data of prediction block Yb designated by a motion vector with fraction pixel accuracy are generated based on pixel data only of K×K pixels included in a reference area Sr0 of the same size as that of the object block in the reference frame SF.
