PROBLEM TO BE SOLVED: To avoid high temperature in the paper non-passing area of a fixing body or a pressuring body by controlling the switching of a switching means in accordance with respective detected temperature by a paper passing temperature detecting body and a paper non-passing temperature detecting body and regulating the temperature of the fixing body or the pressuring body. SOLUTION: Information from a thermistor (upper thermistor) 201 and a thermistor (lower thermistor) 202 being temperature detecting bodies of a fixing roller (upper roller) 26 and a pressure roller (lower roller) 27 is written in a fixing device temperature storing means 209 through input circuits 204 and 206. A comparing means 208 compares a value of the storing means 209 with that of a control temperature storing means 213 and outputs the compared result to a heater driving control means 207. The control means 207 turns on a heater in accordance with information from a state control means 211 when the temperature of a fixing part 25 (upper and lower rollers 26 and 27) is lower than control temperature in accordance with the output from the comparing means 208 and turns it off in accordance with the information from the control means 211 when the temperature of the fixing part 25 is equal to or above the control temperature.
