PROBLEM TO BE SOLVED: To provide a card account settlement system for improving the safety of a card provided with a value like electronic money without adopting a large- scaled system. SOLUTION: This card account settlement system performs transaction account settlement between an IC card 5 and a reloading terminal (account settlement device) 2 and the action check means 5f of the IC card 5 is provided with a pattern computing means 5g for computing a action pattern until the present time based on a history stored in a history storage means 5e and a judgement means 5h for judging that a present action pattern is incorrect by the computed action pattern.
