<p>An undercoating agent to be coated on the surface of a substrate for forming a photoexiting coating film or a photocatalytic and hydrophilic coating film thereon which comprises a surfactant and a solvent, wherein the surfactant is a nonionic surfactant, a fluorine-containing surfactant or a mixture thereof, and the solvent is a water-soluble solvent having a boiling point of 180 to 235 °C, an alcohol having one to four carbons, water or a mixture of two or more thereof. This agent can be used for forming a uniform and thin intermediate layer without occurrence of a repellent phenomenon on a body of a vehicle, a surface of a building to be coated, a surface of an organic substrate such as a resin and a wood or a surface of an inorganic substrate such as a glass, a mirror, a lens or a stone material.</p> |
