This invention is to provide a process for preparing 1amino-1,2,3-triazole represented by formula (III): <IMG> (III) comprising cyclizing glyoxal bishydrazone represented by formula (I): <IMG> (I) by reaction with an aqueous hydrogen peroxide solution in the presence of a catalytic amount of a transition metal oxide represented by formula (II): MmOn (II) wherein M represents a transition metal atom; and m and n, which may be the same or different, each represent an integer of 1 to 5.
