PROBLEM TO BE SOLVED: To use electronic value media in order from the electronic value recording medium having the least balance after recognizing the plural electronic value recording media at the same time by selecting the electronic value recording media in the increasing order of the electronic value and performing withdrawl. SOLUTION: A noncontact IC card selecting process part 110 of a ticket vending machine selects a specific noncontact IC card 107 out of noncontact IC cards 107 being plural electronic value recording media in the increasing order of frequency being the electronic value. A frequency withdrawing process part 111 withdraws a frequency for the payment of a ticket from the specific noncontact IC card 107 selected by the noncontact IC card selecting process part 110. This ticket vending machine selects plural noncontact IC cards 107 placed in an IC card insertion port 104 by the noncontact IC card selecting process part 110 and withdraws the frequency equivalent to the ticket from the selected noncontact IC card 107 by the frequency withdrawing process part 111.
