PROBLEM TO BE SOLVED: To suppress the deterioration of image quality at the compressing of image data. SOLUTION: When an input part 12 commands all the pixel modes to a control part 11, the control part 11 controls a movement detection part 4 and makes it determine all of them as still mode. A discrete cosine transform(DCT) operation part 5 executes 4×8 DCT operations or 8×8 DCT operations by each 8×8 pixel block, based on the determined result of a movement mode or a still mode supplied from the detection part 4.
