PROBLEM TO BE SOLVED: To improve circular control capability by a plurality of circular servers and to prevent a circular request from being in congestion by allowing a circular coordination server to receive all circular requests and to assign the circular request to a circular server with surplus capability. SOLUTION: A plurality of computer terminals 2-1 to 2-4 connect to a network 1 and a document author 3 uses one of them to generate a circular request 11. A circular coordination server 5 accepts the circular request 11 and assigns the circular request 11 to a plurality of circular servers 4-1 to 4-3. When the circular servers 4-1 to 4-3 have a capability of receiving the new circular, the circular servers 4-1 to 4-3 inform the circular coordination server 5 of it. |
