PROBLEM TO BE SOLVED: To provide a toner carrier for supplying toner to an image forming body holding an electrostatic latent image so that a visible image may be formed on the surface of the image forming body and giving a high-quality image without density irregularity, and the image forming body to which the toner carrier is attached. SOLUTION: This toner carrier 1 which comes in contact with or comes close to the image forming body 3 and supplies the toner 4 so that the visible image may be formed on the surface of the image forming body 3 is provided with a conductive elastic layer to whose surface crosslinking resin is applied on its outer periphery; and the mean value (X) of surface roughness is <=10μm and the standard deviation (σ) of the surface roughness/the mean value (X) of the surface roughness is <=0.16. The carrier 1 is attached to the image forming device.
